Malaysia

Start from 13 Jan 2021, the Movement Control Order (MCO) will be implemented in Penang, Selangor, Kuala Lumpur, Putrajaya, Labuan, Melaka, Johor and Sabah for 14 days, from 13 Jan 2021 until 26 Jan 2021. Inter-state and inter-district movement are not permitted for the areas under Movement Control Order.

Meanwhile, Pahang, Perak, Negeri Sembilan, Kedah, Terengganu and Kelantan will be placed under Conditional Movement Control Order (CMCO) and Recovery Movement Control Order to be continued in Perlis and Sarawak for the same period, from 13 Jan 2021 until 26 Jan 2021. iInter-state movement is not permitted for the aeas under Conditional Movement Control Order (CMCO) and Recovery Movement Control Order (RMCO).

Generally, all foreigners are prohibited from entering Malaysia, except the following parties:

1. The travellers under the Reciprocal Green Lane and Periodical Commuting Arrangement;
2. Spouse/children of Malaysian or permanent resident;
3. Expatriates;
4. Foreigners or My PR who wishes to enter Malaysia with the purposes of official and business, medical, emergency/death;
5. Foreign workers/maid;
6. Pass holder of MM2H.

All eligible travellers (including Malaysian nationals) returning to or entering Malaysia are required to undergo testing for COVID-19 and to perform a 10-day quarantine upon arrival. For those who carry proof of a negative result for COVID-19 (under the test of reverse transcription polymerase chain reaction (RT-PCR)) issued no more than 72 hours prior to departure for Malaysia may be eligible for a 7-day quarantine. Upon arrival, all travellers are required to install and use the "MySejahtera" mobile application to track and monitor their health status.

Singapore

Several travelling control measurements have been imposed on the traveller with different permits or approval issued:

Short term visitors are not allowed entry or transit through Singapore, except the special arrangements that have been set up the following travel arrangements:

1. Air Travel Pass: Australia, Brunei Darussalam, Mainland China, New Zealand, Vietnam;
2. Reciprocal Green Lane / Fast Lane: Brunei, Mainland China (Chongqing, Guangdong, Jiangsu, Shanghai, Tianjin and Zhejiang only), Indonesia, Japan, Malaysia, Republic of Korea; and
3. Periodic Commuting Arrangement: Malaysia.

All returning residents (including Singapore citizens, Singapore Permanent Residents and long term pass holders) shall submit a health declaration which may be done online before the arrival.

The travellers from Australia, Brunei, Germany, Hong Kong, Indonesia, Japan, China, Malaysia, New Zealand, Taiwan, Republic Korea and Vietnam may visit the page of SafeTravel for latest information of the special travel arrangements between the countries.

1) Reciprocal Green Lane

The legal residents of Singapore, who need to make single-entry essential travel for business and official purposes in Malaysia may apply the Reciprocal Green Lane (RGL) subject to the following conditions:

• Maximum period of stay: 14 days
• Travellers must have remained in Singapore for at least 14 days prior to departure to Malaysia
• Travellers should monitor their health status before leaving Singapore
• Travellers will bear the cost of COVID-19 test.
• Travellers must install, register and activate MySejahtera mobile application before departure.
• For travel between airports in Malaysia and Singapore which have available non-stop flight routes, as well as via land border crossings between Malaysia and Singapore.
• Travellers who require visa to enter Malaysia will have to obtain the visa before travelling to Malaysia.

2) Periodical Commuting Arrangement

The Periodical Commuting Arrangement (PCA) is opened for:

1. the citizens and permanent residents of Singapore who hold Long Term Social Visit Pass (LTSVP) for business or work purposes in Malaysia;and
2. Singapore citizens and PRs who want to re-enter Malaysia for work,

subject to the following conditions:

1. After entering Malaysia, the traveller should work for at least three (3) consecutive months in Malaysia before returning to Singapore for short term home leave and subsequently re-entering Malaysia again.
2. Travellers will bear the cost of COVID-19 test.
3. Travellers must install, register and activate MySejahtera mobile application before departure.
4. For travel via land border crossings between Malaysia and Singapore only.

Mainland China

From July 20, 2020, China's Civil Aviation Administration announced that all persons (including Chinese nationals) must have proof of a negative result for COVID-19 issued no more than 5 days before departure using a nucleic acid test performed by a provider recognized by the local Chinese embassy or consulate, except the residents from Hong Kong SAR, Macau SAR, or Taiwan. Chinese nationals should upload test results using the "Health QR Code" mobile app. Foreign nationals must submit test results to a Chinese embassy or consulate and obtain a "Health Status" certificate for use when boarding flights bound for China.

From June 8, 2020, Singaporean nationals traveling to one of the following 6 provinces or municipalities in China for business purposes may qualify for special "fast lane" immigration clearance: Chongqing, Guangdong, Jiangsu, Shanghai, Tianjin, or Zhejiang. To use "fast lane," subject to the terms and measurements applied.

From May 1, 2020, Korean nationals traveling to China for business purposes may qualify for special "fast-track" immigration clearance provided they meet the following criteria: They are sponsored by a Korean or Chinese firm in China that has successfully applied for permission to use the "fast-track" program;

• They hold a letter of invitation from the sponsoring firm;
• They were issued a valid visa by a Chinese embassy or consulate in Korea.

Prior to departing for China, persons using the "fast-track" program must:

• Self-monitor for 14 days for symptoms of COVID-19;
• Obtain a certificate issued no more than 72 hours prior to scheduled departure from a healthcare provider designated by the Ministry of Health and Welfare stating they have tested negative for COVID-19.

Upon arrival in China, persons using the "fast-track" program must:

• Undergo 1-2 days quarantine at a designated location;
• Test negative for COVID-19 on both a polymerase chain reaction (PCR) and a serological (antibody) test;
• Use prearranged transportation to their final destination upon confirmation of negative test results.

Korea nationals using the "fast-track" program are restricted to the following regions in China: Anhui Province, Chongqing Municipality, Guangdong Province, Jiangsu Province, Liaoning Province, Shaanxi Province, Shandong Province, Shanghai Municipality, Sichuan Province, and Tianjin Municipality.

Indonesia

Foreign Visitors

The foreign visitors in Indonesia are required to extend their visiting pass at the immigration office. Otherwise, they are not allowed to stay in the country after 20 Sept, 2020.

Start from 2 April 2020, foreign nationals are prohibited from entering Indonesia except for the following categories:

• Those who hold a Temporary Stay Permit or a Permanent Stay Permit;
• Those who hold an Indonesian diplomatic visa or service visa, or those who hold Indonesian diplomatic stay or service permits;
• Those engaged in medical, food, or humanitarian aid services;
• Crews of land, sea, or air transportation;
• Foreign nationals working on national strategic projects.
• Holders of Temporary Stay Permit/Permanent Stay Permit (Permanent Residents/KITAS and KITAP) and Multiple Re-entry Permit that has expired and is still abroad. The holders can only enter the Indonesian territory through selected transportation channels.

All foreign visitors (as specified above) arriving in Indonesia are required to:

• hold a health certificate issued by health authorities from their home countries (complete required documents please refer to Health Protocol ).
• undertake a mandatory 14-day quarantine at designated facilities conducted by the Indonesian government or self-quarantine under supervision of the Indonesian health authority,
• have travelled to or been in or transit through a region/country with no confirmed cases of COVID-19 for the last 14 days, provided with a boarding pass or inbound tickets. If there are still many countries that are not yet free from COVID-19, the visitor must meet the requirements above;

Indonesian Citizens

Immigration control at borders remains open for Indonesian citizens entering the Indonesian Territory unless required otherwise. Passport application service at all Indonesian Embassy or Consulates remains opens for Indonesian citizens overseas.

• undertake a health examination conducted by Airport/Seaport Health Office at the arrival terminal.
• undertake a mandatory 14-day self-quarantine at home.

Thailand

The Royal Thai Government has further extended the national state of emergency until 30 September 2020 with no changes on the entry ban.

The Royal Thai Government has decided to further extend the national state of emergency until 31 July 2020, and that the ban on international flight remains, except for the following:

• work-permits holders and their dependents
• Foreign students and Thai PR holders
• Those seeking medical treatment in Thailand

From 1 July 2020, foreign nations are not allowed to enter Thailand unless they have fallen under any of the below categories:

1. Thai nationals;
2. exempted persons or persons who are specified, permitted or invited by the Prime Minister or Chief Official responsible for remedying the emergency to enter into the Kingdom about necessity, whereby conditions and timeframes may also be prescribed;;
3. persons on diplomatic or consular missions or under international organizations, or representatives of foreign governments, or agencies performing their duties in Thailand, or any other persons in international agencies, that the Ministry of Foreign Affairs gives permission pertaining to necessity, including their spouses, parents or children;
4. carrier of goods pertaining to necessity, who shall promptly depart after completing their mission;
5. vehicle operators and crew members of vehicles, who need to enter into the Kingdom pursuant to their mission, with a clear scheduled time of departure;
6. non-Thai nationals who are spouses, parents or children of Thai nationals;
7. non-Thai nationals who have a certificate of residence or have been permitted to take up residency in the Kingdom;
8. non-Thai nationals who have a work permit or have been granted permission to work in the Kingdom under Thai laws, including their spouses or children;
9. non-Thai nationals who are students of educational establishments in Thailand approved by Thai authorities, including their parents or guardians, except for students of non-formal schools in accordance with laws on private schools or of any other similar private educational establishments;
10. non-Thai nationals who need to receive medical treatment in Thailand, including their accompanying persons, except for treatment for COVID-19; and
11. non-Thai nationals who have been granted permission to enter into the Kingdom under special arrangements with other countries.”

Vietnam

Start from 1 July 2020, the Vietnamese government will issue e-visa to citizens from 80 countries since July 1 this year, according to its latest Resolution No. 79/NQ-CP.

These countries are Argentina, Armenia, Azerbaijan, Ireland, Iceland, Austria, Poland, Belarus, Belgium, Portugal, Bosnia and Herzegovina, Brazil, Brunei Darussalam, Bulgaria, United Arab Emirates, Kazakhstan, Canada, Qatar, Germany, Chile, Colombia, India, Czech Republic, Andorra, Liechtenstein, Monaco, Croatia, Cuba, Denmark, Cyprus, Timor Leste, Estonia, Georgia, Republic of Korea, United States of America, Hungary, Greece, Italy, Latvia, Russia, United Kingdom of Great Britain and Northern Ireland, Lithuania, Luxembourg, Micronesia, Malta, Macedonia, Mexico, Myanmar, Moldova, Mongolia, Montenegro, Nauru, Japan, New Zealand, Australia, Palau, Panama, Finland, France, Fiji, Philippines, Marshall Islands, Salomons Islands, Romania, Western Samoa, San Marino, Serbia, Spain, Sweden, Switzerland, China (including Hong Kong SAR and Macau SAR passport holders, not apply to Chinese e-passport holders), Uruguay, Vanuatu, Venezuela, Netherlands, Norway, Slovakia, and Slovenia.

Visitors with e-visas can enter Viet Nam at eight international airports, or arrive via land at 16 international border gates and via sea at 13 ports across the country.

From March 7, all inbound travellers coming to Vietnam will be required to submit a health declaration upon arrival. Travellers showing symptoms of COVID-19 may be required to carry out medical checks, and placed in a 14-day quarantine at designated health facilities in Vietnam.

Laos

From April 1, 2020, all border checkpoints are closed and all international flights are suspended. The Laotian government has suspended the issuing of new visas and visa-on-arrival services. This policy does not apply to persons deemed by the government to be experts, technicians, or foreign workers crucial for major projects. Such persons must apply for entry permission from a Laotian embassy or consulate abroad before departing for Laos. All persons (including Lao nationals) traveling to Laos from abroad are required to carry a certificate showing a negative result for COVID-19 using a polymerase chain reaction (PCR) test. The certificate must be issued by a "trustworthy" medical institution no more than 72 hours prior to departure for Laos.

Brunei

Effective from 24 March, 2020, foreign nationals are prohibited from entering or transiting through Brunei. The government has suspended the issuance of new visas.

Also, all visitors arriving into Brunei, will be required to undergo a 14-day self-isolation period immediately at appointed monitoring centres or if specific criteria are met at home under the law, except transit guests.

Effective from 16th March 2020 all citizens and residents of Brunei (including other nationalities holding green identification cards) are restricted from leaving the country, except in certain circumstances such as undergoing medical care, attending court hearings, or resuming study abroad. Permission for travelling must be approved by the Prime Minister’s Office (PMO).

Myanmar

From April 11, 2020, all international commercial flights are suspended and all land border checkpoints are closed. All persons (including Myanmar nationals) arriving from abroad must undergo a 21-day quarantine at a designated facility followed by 7 days of self-isolation at home. The Myanmar government has suspended the issuing of visas to foreign nationals. This policy does not apply to accredited diplomats, United Nations officials, and crews of ships or aircraft traveling to and from Myanmar. All existing visa-free and visa-on-arrival arrangements are suspended.

A temporary suspension of issuance of visas on arrival and e-visa for all countries from March 21, 2020.

The suspension will be effective until April 30 this year, but diplomats accredited to Myanmar, resident United Nations (UN) officials and any foreign nationals who intend to travel to Myanmar on compelling reason or on important official mission are asked to contact Myanmar missions for necessary entry visa or for ease of the quarantine procedure.

All incoming travellers including Myanmar nationals from the United States, Switzerland, Britain, the Netherlands, Austria, Belgium, Norway, Sweden and Denmark will be put under facility quarantine on their arrival in Myanmar.

Cambodia

From 17 June, 2020, the visitors are required to place a deposit of USD3,000-00 upon their arrival to the country being the costs for COVID-19 test and quarantine.

On 20 May 2020, the Cambodian Government has lifted the entry ban for the visitors from Iran, Italy , Spain, Germany, France, and United State. Nonetheless, the foreign visitors are still required to possess a medical certificate that is issued not more than 72 hours confirming the none infection of the Covid-19, the proof of health insurance cover $50,000.00, and subject to the quarantine procedure upon arrival.

The Cambodian government will extend visas for foreign tourists, who have been stranded in Cambodia due to COVID-19 outbreak until they can return to their countries.

From March 30, 2020, the Cambodian government has suspended the issuing of tourist visas, e-visas, and visas on arrival to all foreign nationals for one month.

The government will ban foreigners from Italy, Germany, Spain, France and the United States from entering the country for 30 days, effective March 17.

The closure of Vietnam and Cambodia borders from March 20 to further prevent the spread of the epidemic except for official and diplomatic passports.

Philippines

From 1 August 2020, foreign nationals with long term visas are allowed to enter the Philippines.

From March 22, 2020, foreign nationals are prohibited from entering the Philippines except for the foreign spouses and children of Filipino citizens, diplomatic official, and those working for international organizations.

Any person coming from China and its special administrative regions (SARs) Hong Kong and Macau will not be allowed entry, except Filipino citizens and foreigners holding permanent resident visas issued by the Philippine government, while they should be quarantined for 14 days after entry. President Rodrigo Duterte announced on March 12 that the Department of Health has raised the Alert Level for the COVID-19 to Alert Level 4 Code Red Sub-Level 2, the whole of Metro Manila has been put on community quarantine which means that land, domestic air, and domestic sea travel to and from Metro Manila is not allowed during the period of March 15 12:00 to April 14 23:59.
